What is Plan Change 5?
Plan Change 5 is split into two parts - Part A and Part B.
Part A of Plan Change 5 to the Land and Water Regional Plan (LWRP) introduces new regional rules and policies for farming activities, and sets a minimum standard that all farming activities must operate at - Good Management Practice.
Part B applies only to the Upper and Lower Waitaki, and introduces new rules and policies for farming activities, and sets a minimum standard that all farming activities must operate at - Good Management Practice. It also introduces new rules around aquaculture and wastewater discharges and sets new water quality outcomes for rivers, lakes and groundwater within the Waitaki.

Where does Plan Change 5 apply?
Part A of Plan Change 5 applies across the whole Canterbury region except in areas where specific nutrient management rules have been developed. These are areas covered by the Hurunui and Waiau River Regional Plan, Selwyn Waihora (Plan Change 1 to the LWRP), Hinds (Plan Change 2 to the LWRP), and the South Coastal Canterbury area (Plan Change 3 to the LWRP).
Part B of Plan Change 5 applies across the Upper Waitaki and Lower Waitaki only.
What does Plan Change 5 mean for me?
Plan Change 5 changes the thresholds for permitted activities and resource consents for regional nutrient management rules, however, these new regional rules will not take legal effect until they become operative. Information about current responsibilities can be found on your zone page.
Plan Change 5 seeks to improve water quality by placing obligations to farm at Good Management Practice on all farming activities which require land use consent or are greater than 10 hectares in area.
Farms on properties greater than 10 hectares which do not require consent will be required to register in the Farm Portal and prepare a Management Plan. Farms on properties which require a land use consent to farm must prepare a Farm Environment Plan, which is required to be audited, and are required to implement Good Management Practice by 1 July 2020.

What are Good Management Practices?
Good Management Practices (GMPs) are practices that can be used on farm to improve water quality (notably nitrogen, phosphorus, sediment, and faecal contaminants). These practices may not fully take into account GMPs for other aspects of farm management (e.g. greenhouse gas reduction, health and safety, biosecurity, biodiversity and conservation of natural and cultural heritage).
What is a ‘Management Plan’?
A Management Plan is to be prepared by all permitted farming activities on properties greater than 10 hectares in area. Management Plans detail certain information about a farm, such as locations of waterways or indigenous vegetation, and include practices that should be undertaken on farm. Unlike a Farm Environment Plan, Management Plans are not audited.
What is the Farm Portal?
The Farm Portal is an online tool that estimates Baseline GMP Loss Rates and GMP Loss Rates for farming activities. It does so by applying proxies that reflect the Good Management Practices described in the GMP Booklet.
Baseline GMP Loss Rate:
The Baseline GMP Loss Rate for a farming activity is the loss rate for the Nitrogen Baseline, if it were operated at Good Management Practice, as estimated by the Farm Portal.
GMP Loss Rate:
The GMP Loss Rate for a farming activity is the Nitrogen Loss Calculation, if operated at Good Management Practice, as estimated by the Farm Portal
